17 provinces and cities have clearly proposed energy storage plans: the total development goal of new energy storage exceeds 60 million kilowatts
Recently, the China Electricity Council (hereinafter referred to as the China Electricity Council) released the "Research Report on the Operation of New Energy Distribution and Storage" (hereinafter referred to as the "Report") at its annual meeting, stating that as of the end of 2021, the national installed capacity of energy storage had reached 42.66 million kilowatts, of which 6.268 million kilowatts were newly installed, an increase of 56.4% year-on-year.
The report indicates that the total planned development target for new energy storage in each province exceeds 60 million kilowatts, which is twice the target of reaching 30 million kilowatts by 2025 as proposed in the "Guiding Opinions on Accelerating the Development of New Energy Storage" issued by the National Energy Administration.
The 14th Five Year Plan is a critical stage for the transformation of energy storage from commercialization to large-scale development. This article collects and organizes the goals and specific plans for the installation of new energy storage in 34 provincial-level administrative regions in China during the 14th Five Year Plan period (as of November 2022). Among them, 17 have clearly announced energy storage targets for the 14th Five Year Plan, supporting policies but not specific targets.

Among them, Qinghai, Gansu, and Shanxi have large energy storage scales, with an estimated installed capacity of 6GW of new energy storage in 2025. The details are shown in the table below:

16 Jilin
Jilin: Jilin Electric Power Development "14th Five Year Plan": Promote the construction of energy storage and peak shaving power stations, and vigorously develop new types of energy storage
The plan proposes that in order to meet the development needs of 30 million kilowatts of new energy in the province during the 14th Five Year Plan period, efforts will be made from the three sides of grid, load, and storage, and multiple measures will be taken simultaneously, namely opening up the first ultra-high voltage external transmission channel in Jilin Province, improving the utilization rate of Lugu DC, promoting the construction of energy storage and peak shaving power stations, and deeply tapping the potential for consumption within the province.

Fujian: Encourage industrial and commercial energy allocation and storage
During the 14th Five Year Plan period, an additional 5 million kilowatts of pumped storage energy will be added, and industry and commerce will be encouraged to allocate and store energy. Demonstration of large-scale grid side energy storage power stations will be promoted in selected areas where renewable energy is sent out. The rational layout of grid side large capacity energy storage power stations will be explored, and energy storage business models will be actively explored.
