The Shanghai energy regulatory department requires offshore wind power projects to be equipped with electrochemical energy storage facilities

The Shanghai Municipal Development and Reform Commission has issued a notice on the announcement of the competitive configuration work plan for the Hangzhou Bay offshore wind power project (hereinafter referred to as the "work plan").
The Work Plan has announced four offshore wind power projects, namely the Jinshan Offshore Wind Farm Phase II project, the Donghai Bridge Offshore Wind Farm Phase III project, the Fengxian Offshore Wind Farm Phase II project, and the Fengxian Offshore Wind Farm Phase IV project, with a total scale of 800MWh. According to the requirements of the Shanghai energy regulatory department, these offshore wind power projects will be equipped with electrochemical energy storage installations, and different energy storage ratio requirements have been set based on the capacity of relevant enterprises to provide normalized peak shaving for the Shanghai power grid:
Enterprises with a normalized peak shaving capacity of 2 million kilowatts or above, with a reserved energy storage configuration ratio of no less than 10% of the installed capacity and a duration of more than 4 hours;
Enterprises with a normalized peak shaving capacity of 1 million kilowatts or above, with a reserved energy storage configuration ratio of no less than 15% of the installed capacity and a duration of more than 4 hours;
The reserved energy storage configuration proportion of other enterprises shall not be less than 20% of the installed capacity and the duration shall be more than 4 hours.
Based on the above proportions, this offshore wind power project will generate at least 80MW/320MWh of energy storage demand, and at most 160MW/640MWh of energy storage demand.
In addition, the 'Work Plan' also puts forward requirements for the efficiency of energy storage systems:
If the lithium battery energy storage system has a working life of more than 10 years and a system efficiency (AC side, excluding self consumption power loss, the same below) greater than 90%;
If it is a liquid flow battery energy storage system, its working life is more than 20 years and the system efficiency is greater than 80%.
The offshore wind power distribution and storage in Shanghai was already evident at the beginning of this year. In the "Competitive Configuration Work Plan for Jinshan Offshore Wind Farm Phase I Project" released at that time, it was clearly stated that an electrochemical energy storage system with a ratio of no less than 20% and a duration of more than 4 hours was required. At that time, this competition brought about an energy storage demand of 60MW/240MWh.
