On November 18th, the Hunan Energy Regulatory Office issued a notice publicly soliciting opinions on the "Hunan Province Electric Power Auxiliary Service Market Trading Rules (2022 Edition) (Draft for Soliciting Opinions)". The opinion draft clearly states that service sellers include thermal power, pumped storage, independent energy storage, and load side market entities. The load side market entities include adjustable loads such as traditional high energy industrial loads, interruptible industrial and commercial loads, and electric vehicle charging networks (including aggregation through aggregators, virtual power plants, and other forms).
The document requires that the independent energy storage and grid connection capacity should not be less than 5MW/10MWh. The adjustable capacity of users directly participating in the load side market entities shall not be less than 1 megawatt, and the continuous response time shall not be less than 1 hour; The aggregator can adjust the capacity to be no less than 10MW and the continuous response time to be no less than 1 hour.
In the deep peak shaving auxiliary service market, the participation of energy storage in deep peak shaving transactions can be divided into two modes: sequential call and priority call. Energy storage stations can choose their own participation mode, and changes to the participation mode should be approved by the control center.
The energy storage power station shall quote based on the charging amount. If it is called in sequence, the charging plan shall be determined by the energy storage power station based on the market clearing results before the day, and the charging power shall be adjusted in real-time according to the daily peak shaving demand. The bid winning price shall be its quotation. If prioritized, the energy storage station will charge according to the daily plan, and its declared price will participate in the overall market ranking. If its declared price is lower than the actual market call * high price, the bid winning price shall be its declared price; If its declared price is higher than the actual market call * high price, the bid winning price is the same period of market * low price.
Energy storage is prioritized for ensuring the safe and stable operation of the power grid, power supply, and clean energy consumption. When necessary, the dispatch center can adjust the market clearance results or charging and discharging plans of the energy storage power station as needed, and inform relevant energy storage entities in advance, and keep records to explain the reasons for mandatory calls for future reference.
Service fee for deep peak shaving of energy storage power plants=K ∑ (deep peak shaving electricity of energy storage power plants during trading hours) × Bid winning price)
Among them, the deep peak shaving electricity of the energy storage station refers to the charging electricity charged by the energy storage station according to the scheduling instructions. The declared price of energy storage power stations * with a high limit of 0.5 yuan/kWh, and a K value of 0.8.
In addition, energy storage stations can also participate in emergency short-term peak shaving auxiliary service market transactions, that is, when the proportion of system reserve capacity is less than 3% and orderly electricity consumption measures may be taken, the discharge service of energy storage stations can be called, or interruptible loads can be immediately stopped to achieve short-term load balance transactions. The required installed capacity of participating energy storage power plants is 10MW or above, and priority should be given to calling energy storage power plants. After the energy storage peak shaving resources are exhausted, interruptible load users can be called again.

Among them, the emergency short-term peak shaving electricity quantity refers to the increased power supply volume of the energy storage station during the trading period when the power is increased to the bid winning power or above according to the scheduling instructions. Chapter 1 General Provisions
Article 1 [Basis] In order to promote the construction of the Hunan power market, regulate the trading of auxiliary power service markets, and ensure the safety, stability, and economic operation of the Hunan power grid, According to the "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Deepening the Reform of the Electric Power System" (Zhong Fa [2015] No. 9), "Management Measures for Electric Power Auxiliary Services" (Guo Neng Fa Jian Gui [2021] No. 61), "Notice of the National Energy Administration on Issuing and Improving the Compensation (Market) Mechanism for Electric Power Auxiliary Services" (Guo Neng Fa Jian Gui [2017] No. 67), and The Guiding Opinions of the National Development and Reform Commission and the National Energy Administration on Accelerating the Construction of a National Unified Electricity Market System (NDRC [2022] No. 118) and other relevant documents are formulated in accordance with the principles of "who benefits, who bears", "openness, fairness, and impartiality".
Article 2 [Definition of Electric Power Auxiliary Services] Electric power auxiliary services refer to the grid connected entities of thermal power, hydropower, nuclear power, wind power, photovoltaic power generation, photothermal power generation, pumped storage, and self owned power plants, as well as new types of energy storage such as electrochemistry, compressed air, flywheel, and traditional high energy industrial loads, in order to maintain the safe and stable operation of the power system, improve the quality of electric energy, and promote the consumption of clean energy Services provided by industrial and commercial interruptible loads, electric vehicle charging networks, and other adjustable loads that can respond to power dispatch commands (including aggregation through aggregators, virtual power plants, and other forms).
Article 3 [Trading Varieties] The trading varieties of this rule include deep peak shaving trading, start stop peak shaving trading, rotating standby trading, and emergency short-term peak shaving trading. Those that have been included in this rule will no longer be subject to repeated assessment and compensation in the Implementation Rules for Auxiliary Service Management of Grid Connected Power Plants in the Central China Region and the Implementation Rules for Grid Connected Operation Management of Power Plants in the Central China Region (hereinafter referred to as the "Two Rules"); If not included in these rules, the relevant provisions of the "Two Detailed Rules" shall still be implemented.
Article 4 [Market Regulation] The Hunan Regulatory Office of the National Energy Administration (hereinafter referred to as the "Hunan Energy Regulatory Office"), in conjunction with the Hunan Provincial Development and Reform Commission (hereinafter referred to as the "Provincial Development and Reform Commission") and the Hunan Provincial Energy Bureau (hereinafter referred to as the "Provincial Energy Bureau"), shall lawfully supervise the auxiliary power service market in Hunan.
Chapter 2 Market Members
Article 5 [Market Members] Market members include market entities, power grid enterprises, and market operation institutions.
Article 6 [Market Entities] Market entities are divided into power auxiliary service sellers (hereinafter referred to as "service sellers") and power auxiliary service buyers (hereinafter referred to as "service buyers").
Article 7: Market operation institutions refer to the Power Dispatching and Control Center of State Grid Hunan Electric Power Co., Ltd. (hereinafter referred to as the "Control Center") and Hunan Electric Power Trading Center Co., Ltd. (hereinafter referred to as the "Trading Center").
Article 8 [Service Sellers] Service sellers include thermal power, pumped storage, independent energy storage, and load side market entities.
The load side market entities include traditional high capacity industrial loads, interruptible loads for industry and commerce, electric vehicle charging networks, and other adjustable loads that can respond to power dispatch commands, which participate in the transaction of power auxiliary services market (including aggregation through aggregators, virtual power plants, and other forms).
Article 9 [Entry Conditions] Entry conditions for independent energy storage and load side market entities:
(1) An economic entity with independent legal personality, independent financial accounting, good credit, and the ability to independently bear civil liability, or a non independent legal entity authorized by the legal entity.
(2) Comply with relevant national and industry safety, environmental protection, and technical standards.
(3) Independent energy storage should sign a grid connection scheduling agreement with the control center, meet grid connection standards, and pass grid connection acceptance.
(4) The independent energy storage and grid connection capacity should not be less than 5 megawatts/10 megawatt hours.
(5) The load side market entities should have the ability to report charging and consumption plans, accept and decompose dispatch instructions, measure electricity (electricity), clear and settle accounts, etc., and ensure normal trading and compliant income transmission.
(6) The adjustable capacity of users directly participating in the load side market entities shall not be less than 1 megawatt, and the continuous response time shall not be less than 1 hour; The aggregator has an adjustable capacity of no less than 10 megawatts and a continuous response time of no less than 1 hour.
Article 10 [Service Buyer] The service buyer refers to the thermal power, hydropower, wind power, photovoltaic and other grid connected power generation entities and market-oriented power users under the jurisdiction of the power dispatch agency within the Hunan power grid, with an installed capacity greater than 10 megawatts or more.
We should gradually expand the scope of serving buyers and promote all power generation side grid connected entities within the province, input energy entities outside the province, and non market-oriented power users to fairly assume the obligations and responsibilities of power auxiliary services.
Thermal (hydroelectric) power generation units are included when they enter commercial operation, while wind power, photovoltaic power, etc. are included from the date of grid connection for power generation.
Article 11 [Rights and Obligations of Market Entities on the Power Generation Side] The rights and obligations of market entities such as power generation enterprises, pumped storage power stations, entities importing electricity from outside the province, energy storage power stations, and condenser stations:
(1) Responsible for providing basic technical parameters related to auxiliary service capabilities in accordance with regulations, and if necessary, providing auxiliary service capability test reports issued by qualified institutions;
(2) Responsible for the operation and maintenance of the power equipment under its jurisdiction, * whose equipment has the ability to provide auxiliary services that comply with relevant standards according to the power grid dispatching instructions;
(3) Participate in auxiliary service market transactions according to rules and provide auxiliary services according to power grid dispatching instructions;
(4) Obtaining service revenue and participating in auxiliary service cost sharing;
(5) Timely, complete, and accurately submit and disclose relevant information in accordance with regulations, and obtain information related to auxiliary service market transactions;
(6) Other rights and obligations granted by laws and regulations.
Article 12 【 Rights and Obligations of Load Side Market Subjects 】 Rights and Obligations of Load Side Market Subjects:
(1) Following the principle of voluntary participation in the market to provide services and self assuming market risks.
(2) Comply with market rules, maintain market order, accept supervision from energy regulatory agencies and relevant government management departments, and obey the management of the regulatory center.
(3) Obtain necessary information for market transactions and conduct transaction declarations. Aggregators should review and summarize relevant information of the natural persons and legal entities they represent before conducting transaction declarations.
(4) Execute market clearance results, and the aggregator decomposes and issues market clearance results or scheduling instructions to the aggregated natural persons and legal entities, and organizes their execution.
(5) Maintain and manage the operation and production of relevant equipment to prevent safety production risks.
(6) To obtain service revenue and participate in the market through aggregation, aggregators shall distribute market revenue fairly and reasonably with their agent's load side market entities in accordance with prior agreements.
(7) Other rights and obligations stipulated by laws, regulations and relevant market rules.
Article 13 [Rights and Obligations of Power Grid Enterprises] Rights and Obligations of Power Grid Enterprises:
(1) Responsible for ensuring the safe and stable operation of the power grid and transmission and distribution facilities;
(2) Responsible for providing fair and non discriminatory transmission and distribution, grid access services, as well as various related services such as energy metering and meter reading;
(3) Responsible for the signing of agreements, consulting services, information release, market invitation, baseline load calculation, analysis and evaluation, risk prevention, and other work related to the participation of load side market entities in power auxiliary service transactions;
(4) Responsible for financial settlement of auxiliary service market transactions in accordance with rules;
(5) Timely, complete, and accurately submit and disclose relevant information in accordance with regulations, and obtain information related to auxiliary service market transactions;
(6) Other rights and obligations granted by laws and regulations.
Article 14 【 Rights and Obligations of the Control Center 】 Rights and Obligations of the Control Center:
(1) Responsible for the balance and safety verification of power and electricity in Hunan power grid, ensuring the safe and stable operation of the grid;
(2) Operate the Hunan Electric Power Auxiliary Service Market, organize transactions, and execute transaction results; Provide settlement information such as transaction execution results to the trading center;
(3) Responsible for the construction, operation, and maintenance of the technical support system for the auxiliary service market (hereinafter referred to as the "auxiliary service market trading platform"), ensuring stable operation, complete functionality, and accurate results of the auxiliary service market trading platform;
(4) Organize cross regional and cross provincial auxiliary service market transactions;
(5) Timely, complete, and accurate submission and disclosure of relevant information;
(6) Responsible for monitoring and analyzing market operations, preventing and controlling market risks;
(7) Report market entities' violations of rules and disruptions of order, and cooperate with the Hunan Energy Regulatory Office and relevant government departments to investigate and handle them;
(8) Cooperate with the Hunan Energy Regulatory Office to analyze and evaluate market rules and propose modification suggestions;
(9) Other rights and obligations granted by laws and regulations
Article 15 【 Rights and Obligations of the Trading Center 】 The rights and obligations of the Trading Center:
(1) Responsible for the registration management of market entities;
(2) Responsible for providing transaction settlement basis and related services for market entities;
(3) Timely, complete, and accurate submission and disclosure of relevant information;
(4) Other rights and obligations granted by laws and regulations.
Chapter 3 Deep Peak shaving
Section 1 Definition and Starting Conditions
Article 16 [Definition of Deep Peak Regulation Trading] Deep peak regulation trading refers to the trading of services that reduce the output of thermal power units to below the paid peak regulation benchmark value, pumping services of pumped storage units, charging services of energy storage stations, and services that increase the electricity load of load side market entities to above the baseline load in the event of insufficient negative reserve in the system or difficulty in consuming renewable energy, Trading to increase the system's negative reserve level or renewable energy consumption capacity.
Hydropower, biomass, comprehensive utilization units, and cogeneration units during the heating period provide basic peak shaving based on actual capacity. The benchmark value for paid peak shaving of thermal power units is 50% of the approved capacity of thermal power units, as detailed in Annex 1 "Approved Capacity of Thermal Power Units in Hunan Power Grid Unified Regulation". The baseline load calculation method is detailed in Annex 2 "Baseline Load Calculation Standards for Main Users of the Load Side Market".
Article 17 【 Deep peak shaving trading subjects 】 Deep peak shaving trading subjects:
(1) The seller is a market entity that meets the admission conditions for centralized coal-fired units (with a single unit capacity of 300 megawatts or above), pumped storage power plants, energy storage power plants, and load side markets.
(2) The buyer is the grid connected entity on the power generation side within the province that generates online electricity during the transaction cycle, the market-oriented power user, and the external market entity that transfers cross regional and cross provincial electricity through the Hunan power grid.
Article 18 【 Starting Conditions 】 To initiate deep peak shaving trading, one of the following conditions shall be met:
(1) Insufficient negative backup of the system;
(2) The inability to achieve full guaranteed consumption of renewable energy may result in the abandonment of electricity or the sale of electricity outside the province, or the purchase of other provincial backup auxiliary services from the Central China Power Grid.
Article 19 [Connection with Provinces] Priority should be given to meeting the peak shaving needs of the provincial power grid, and surplus capacity can participate in inter provincial peak shaving auxiliary service transactions.
Section 2 Declaration and Clearance
Article 20 [Trading Method] The deep peak shaving trading method is "daily quotation, call as needed, and call in sequence".
Deep peak trading takes 15 minutes as a trading period, with the first period of the day from 0:00 to 0:15 and the second period from 23:45 to 24:00. There are a total of 96 trading periods throughout the day.
Article 21 [Information Declaration] The service seller shall submit the declaration information through the auxiliary service market trading platform in advance, and may continuously declare the information for multiple days. The final declaration shall be a valid declaration before and after the transaction declaration deadline.
(1) Thermal power units are quoted based on reduced power generation. Based on the benchmark value of paid peak shaving for thermal power units, set 6 quotation intervals and declare the compensation price for reduced electricity generation. As the depth of peak shaving increases, the quotation should be based on the non decreasing principle, and a small adjustable output should be declared.
If called in sequence, the bid winning price is the quotation corresponding to the load rate of the unit issued by the scheduling command during the trading period. If the output of the unit is higher than the dispatch command value, the bid price shall be the quotation corresponding to the actual load rate of the unit during the trading period.
(2) Pumped storage power stations are quoted based on pumped electricity. Declare the compensation price for pumping electricity, * continuous pumping time, etc.
1. If called in sequence, the bid winning price shall be the quotation for the pumped storage unit during the trading period.
2. If prioritized, the bid winning price shall be the * low quotation of various market entities called during the trading period.
When no other market entities are called, the quoted price of the pumped storage unit shall be the winning bid price.
4. If there is no quotation, the declared price will be considered as 0.
(3) The energy storage station is quoted based on the charging capacity. The ability to provide peak shaving assistance services during the low valley and waist load periods of the next day, adjust the speed, provide maximum continuous charging time, and provide peak shaving assistance service prices.

(4) Market entities on the load side shall quote based on increased electricity consumption. The load side market entities are only allowed to participate in day-ahead market trading, and the trading hours are the next day's trough period and waist load period.
Market entities on the load side should declare the ability, time range, and price of peak shaving assistance services during low and low load periods.
The deep peak shaving electricity consumption of load side market entities is calculated based on the user's baseline load.
Article 22 【 Quotation Limit 】 The quotation for deep peak shaving trading shall be subject to price limit management. Adjusting the quotation limit should be approved by the Hunan Energy Regulatory Office, the Provincial Development and Reform Commission, and the Provincial Energy Bureau. The quotation limit is detailed in Annex 3 "Quotation Limit for Deep Peak shaving of Thermal Power, Pumped Storage, Energy Storage Power Stations, and Load Side Market Entities".
Article 23 【 Quotation Sorting and Call Sorting 】 The principles of quotation sorting and call sorting for thermal power units, pumped storage, and energy storage:
(1) Quotation sorting. Sort according to the seller's quotation from low to high; When the prices quoted by sellers of different categories such as thermal power units, pumped storage units, and energy storage power stations are the same, or when the prices quoted by sellers of the same category are the same, they shall be sorted according to the order of application time.
(2) Call sorting. After security verification by the control center, a call sorting is formed. The dispatch and control center is called in sequence based on the deep peak shaving needs of the power grid. When the demand for deep peak shaving decreases, reduce or stop calls in reverse order.
(3) If the pumped storage unit wins the bid according to the call ranking, but the peak shaving demand capacity of the power grid is lower than the rated pumping power of a single unit, the unit will not participate in the ranking.
(4) If the continuous pumping time of the pumped storage unit reaches its declared maximum continuous pumping time, it shall be deemed as the exhaustion of deep peak shaving capacity, and the transaction during this trading period shall be withdrawn. The transaction shall be resumed after the pumping capacity is restored. If the charging capacity of the energy storage station is exhausted, exit the trading session and wait for its charging capacity to recover before participating in the trading.
(5) Due to the operational needs of the power grid, the dispatch and control center can adjust the call time of pumped storage units and energy storage stations based on load forecasting, peak shaving demand, requirements for safe and stable operation of the power grid, pumping capacity of pumped storage units, charging and discharging capacity of energy storage stations, etc. However, relevant records should be kept to explain the reasons for the adjustment.
Article 24 【 Clearing of Load Side Market Entities 】 Under the conditions of meeting the constraints of grid security and power balance, load side market entities shall separately clear the market according to the centralized bidding and unified marginal electricity price clearing mechanism, following the principles of price priority and time priority.
(1) Sort the prices declared by the load side market entities in each period from low to high until they meet the peak shaving demand of the load side market entities in that period, forming the marginal clearing price and winning electricity. The transaction price is the declared price of the winning load side market entity after *.
(2) When the declared price is equal to the marginal clearance price, the winning bidder shall be determined in the order of the declared time.
Section 3 Transaction Organization and Execution
Article 25 【 Trading Organization 】 Trading organization.
Before 09:00 every day, the seller shall declare the next day's deep peak shaving trading price and relevant information through the auxiliary service market trading platform.
Before 19:00 every day, the dispatch and control center will publish the next day's dispatching order, prepare and publish the next day's generation dispatching plan (or market clearing results) according to the load forecast, peak shaving demand, and grid security and stability operation requirements.
Before holidays, the dispatch and control center can centrally organize multi day deep peak shaving transactions, and release the corresponding call sorting, which can be called on demand during holidays.
Article 26 【 Deviation Handling 】 Deviation handling.
(1) If there is a significant deviation in the predicted peak shaving demand, the control center can make timely corrections and adjustments based on the actual situation of the power grid.
(2) During the daily operation, the dispatch and control center can make timely correction and adjustment according to the ultra short term load forecast and the requirements for the safe and stable operation of the power grid, in combination with calling the sequencing day ahead plan.
(3) If there is a correction or adjustment of transaction deviation, the control center should keep records and explain the reasons for the adjustment for future reference.
Article 27 【 Paid Compulsory Call 】 In the event that all declared equipment capacities have been called and still cannot meet the peak shaving needs of the power grid, the dispatch and control center may, based on the peak shaving needs and the requirements for safe and stable operation of the power grid, forcibly call the deep peak shaving capabilities of undeclared service sellers, and keep records, explaining the reasons for the mandatory call for future reference.
The seller of the forcibly invoked service shall settle at a low quotation of the same type (same range) within the trading period. Just like the type (within the same range) without a quotation, settlement will be based on the market * low price.
Article 28 【 Compulsory Call for Free 】 If there is no service seller to declare, the dispatch and control center may, based on the needs of peak shaving and the requirements for safe and stable operation of the power grid, forcibly call various types of regulation resources with deep peak shaving capabilities for free, and keep records to explain the reasons for the forced call.
Article 29: Energy storage shall be prioritized for ensuring the safe and stable operation of the power grid, power supply, and clean energy consumption. When necessary, the dispatch center may adjust the market clearing results or charging and discharging plans of the energy storage power station as needed, and inform the relevant energy storage entities in advance, and keep records, explaining the reasons for the mandatory call for future reference.
Article 30 【 Load side market entities shall execute within the day 】 The control center shall follow the principle of "on-demand deployment, safety and economy", reasonably determine the demand for auxiliary services provided by load side market entities, and prioritize the execution of the initial clearing results of load side market entities within the day.
Section 4 Service Fee and Its Allocation
Article 31 [Information Release] The deep peak shaving service fee shall be calculated and allocated according to the trading period.
Before 10:00 every day, the dispatch and control center will announce the call of the previous day's deep peak shaving, the details of service fees and apportionment fees for each trading period.
If there are any objections, the market entities should raise them before 18:00 on the same day, and the control center should handle and respond before 18:00 on the next day. Holidays should be postponed accordingly.
Article 32 [Deep Peak shaving Service Fee] The deep peak shaving service fee is the total amount of the product of the calling entity's deep peak shaving electricity quantity and the bid winning price. To effectively regulate the total cost of deep peak shaving services, a deep peak shaving adjustment coefficient K is set, with a value range of 0-2.
Total amount of deep peak shaving service fee=deep peak shaving service fee for thermal power units+deep peak shaving service fee for pumped storage units+deep peak shaving service fee for energy storage stations+deep peak shaving service fee for load side market entities:
(1) Service fee for deep peak shaving of thermal power units=K ∑ (unit deep peak shaving electricity during trading period) × Bid winning price)
Among them, the deep peak shaving electricity of thermal power units refers to the reduced electricity generated by thermal power units according to scheduling instructions for deep peak shaving.
(2) Service fee for deep peak shaving of pumped storage units=K ∑ (unit deep peak shaving electricity during trading period) × Bid winning price)
Among them, the deep peak shaving electricity consumption of pumped storage units refers to the actual pumping electricity consumption that occurs when the pumped storage units pump water according to the scheduling instructions.
When using pumped storage units, if there is a situation where the output of thermal power units is higher than the paid peak shaving reference value (except for units that cannot be adjusted to or below the paid peak shaving reference value due to grid safety constraints or their own reasons), the deep peak shaving power of pumped storage units should exclude the power generation above the paid peak shaving reference value of thermal power units.
(3) Service fee for deep peak shaving of energy storage power plants=K ∑ (deep peak shaving electricity of energy storage power plants during trading hours) × Bid winning price)
Among them, the deep peak shaving electricity of the energy storage station refers to the charging electricity charged by the energy storage station according to the scheduling instructions.
(4) Load side market entities' deep peak shaving service fee=∑ (load side market entities' deep peak shaving electricity during trading hours) × Marginal clearance price)
Among them, the deep peak shaving electricity consumption of the load side market entity is the smaller value between the increase in electricity consumption by the load side market entity above the baseline load and the market clearing electricity consumption according to the scheduling instructions.
The value of K can be found in Annex 4 "Auxiliary Service Market Coefficient Table".
Article 33 【 Allocation of Deep Peak shaving Service Fee 】 In the deep peak shaving service fee, the service fee for the load side market entities shall be shared by market-oriented power users, and the remaining fees shall be shared by service buyers with online electricity during the deep peak shaving trading period according to their proportion of online electricity.

Article 34 【 Allocation Adjustment Coefficient 】 Considering the differences in benefits for buyers of different types of deep peak shaving services in deep peak shaving services, a allocation adjustment coefficient Ki shall be set.
(1) The allocation adjustment coefficient for Qishao DC transmission to other provinces is K1. K1 is the ratio of the number of thermal power units that meet the requirements for safe and stable operation of the power grid during the operation and shutdown of Qishao DC power grid, with two decimal places reserved.
(2) The allocation adjustment coefficient for hydropower plants with incomplete seasonal regulation and above is K2.
(3) The wind power allocation adjustment coefficient is K3.
(4) The photovoltaic allocation adjustment coefficient is K4.
(5) The allocation adjustment coefficient for small and medium-sized thermal power plants (excluding garbage power plants) is K5.
(6) The allocation adjustment coefficient for other market entities is K6.
The service buyer shall not exceed their approved grid electricity price (or coal-fired power generation benchmark price) for the cost of electricity sharing during a single deep peak shaving trading period.
The value of Ki can be found in Annex 4 "Auxiliary Service Market Coefficient Table".
Article 35 [Connection with Medium and Long Term Trading] The seller's units participating in deep peak shaving trading shall not be deemed to have exceeded or missed the monthly deviation assessment for medium and long term trading due to their own reasons.
Article 36 [Invalid Service] If the seller's unit's output drops below the paid peak shaving reference value due to its own reasons such as startup, shutdown, or non shutdown, it shall not be considered as providing deep peak shaving service.
Article 37 [Exemption from Allocation] The situations where allocation may be exempted are as follows:
(1) Due to the safe and stable operation of the power grid, it is necessary to input AGC to track the power of the connecting line or the online electricity consumption of the frequency modulation unit;
(2) Selling the online electricity from other provinces;
(3) The online electricity consumption of pumped storage power stations and energy storage power stations;
(4) The load rate of thermal power units exceeds the corresponding online electricity consumption of the average load rate of the thermal power unit due to grid safety constraints and other factors;
(5) If a hydropower plant has a requirement for small ecological discharge from a reservoir, the amount of electricity allocated for deep peak shaving service fees should be deducted from the online electricity corresponding to 10% of its installed capacity during the corresponding trading period;
(6) Other situations that should be exempted from allocation.
Chapter 4 Starting, Stopping, and Peaking Trading
Section 1 Definition and Starting Conditions
Article 38 [Definition of Start Stop Peak Regulation Transaction] Start stop peak regulation transaction refers to the transaction in which the thermal power unit in the service seller completes a shutdown, disconnection, and grid connection operation status conversion to the target within 72 hours according to the needs of grid peak regulation.
On the premise of meeting the requirements for safe and stable operation of the Hunan power grid, the successful power plant in peak shaving can start and stop other units connected to the grid at the same voltage level and capacity level within the specified time, and the shut down units remain in normal standby state, which can be regarded as a start stop peak shaving transaction.
Article 39 【 Starting/stopping peak shaving trading entity 】 Starting/stopping peak shaving trading entity:
(1) The seller is a thermal power unit with a single unit capacity of 20 megawatts or above that meets the admission criteria, including coal-fired, gas, and biomass units.
(2) The buyer is the grid connected entity on the power generation side within the province that generates online electricity during the transaction cycle, and the market entity outside the province that transfers cross regional and cross provincial electricity through the Hunan power grid.
Article 40 [Conditions for Starting and Stopping Peak shaving Transactions] When the dispatch and control center predicts that the system's negative reserve is insufficient and deep peak shaving transactions cannot meet the peak shaving needs of the power grid, it can start and stop peak shaving transactions.
Section 2 Declaration and Clearance
Article 41 [Trading Method] The starting and stopping peak shaving trading method is "daily quotation, call according to demand, and call in sequence".
Article 42 [Information Declaration and Bid Winning Price] The seller shall submit the declaration information through the auxiliary service market trading platform in advance.
The seller shall declare the start stop peak shaving price based on the approved capacity level of the thermal power unit, and shall also declare the small time interval from shutdown to grid connection, the small time interval from receiving dispatch instructions to unit shutdown and splitting, and the small time interval from receiving dispatch instructions to unit grid connection.
If called on demand, the bid winning price shall be the quoted price.
Article 43 【 Price Limit 】 The quotation for peak shaving trading shall be subject to price limit management. Adjusting the quotation limit should be approved by the Hunan Energy Regulatory Office, the Provincial Development and Reform Commission, and the Provincial Energy Bureau. The quotation limit is detailed in Annex 5 "Quotation Limit for Starting, Stopping, and Peaking Regulation of Coal-fired Thermal Power (Biomass) Units" and "Quotation Limit for Starting, Stopping, and Peaking Regulation of Gas Units".
Article 44 [Peak shaving demand] The dispatch and control center shall determine the required start-up and shutdown peak shaving capacity of thermal power units and the minimum time interval requirements based on actual conditions such as load forecasting, start-up mode, and renewable energy consumption.
Article 45 【 Sorting Principle 】 Units that meet the requirements of starting and stopping peak shaving capacity and small time intervals shall be ranked from low to high according to the quotation; When the quotation is the same, it should be sorted according to the order of application time.
After safety verification by the dispatch and control center, a call ranking is formed and called according to the principle of low peak shaving total service fee * as needed.
Section 3 Transaction Organization and Execution
Article 46 【 Trading Organization 】 Trading organization.
Before 09:00 every day, the seller shall declare the next day's peak trading prices and related information through the auxiliary service market trading platform.
Before 19:00 every day, the dispatch and control center shall prepare and issue the unit start stop peak shaving plan for the next day according to the seller's declaration information, load forecast and grid operation.
Before holidays, the dispatch and control center can centrally organize the declaration of multi day peak shaving transactions, and release the corresponding calling sequence, which can be called on demand during holidays.
Article 47 【 Day ahead arrangement 】 The start and stop of peak shaving trading shall be mainly arranged according to the day ahead plan. During the day operation, the dispatch and control center can start the start stop peak shaving transaction in sequence according to the ultra short term load forecast and grid operation, and according to the day ahead plan. When calling within the day, the control center should notify the relevant power generation enterprises at least 2 hours in advance.
Article 48 [Implementation within the day] During the daily operation, the dispatch and control center can optimize and adjust the sequence of the starting and stopping units and the starting and stopping time interval of the units (not less than the * hour interval declared by the units) according to the peak shaving needs and the requirements for the safe and stable operation of the power grid and the principle of low total service charge for peak shaving.
To adjust the start stop peak shaving plan, the control center should notify the relevant power generation enterprises at least 2 hours in advance and keep relevant records, explaining the reasons for the adjustment for future reference.
Article 49 [Paid Compulsory Call] If all declared units have been called and still cannot meet the peak shaving needs of the power grid, the dispatch and control center may forcibly call undeclared units according to the peak shaving needs and the requirements for safe and stable operation of the power grid, and keep relevant records to explain the reasons for the forced call for future reference.
The unit being forcibly called shall settle at a low quotation for thermal power units of the same capacity level during the trading period.
Article 50 【 Compulsory Call for Free 】 If there is no unit declaration, the dispatch and control center may, based on the needs of peak shaving and the requirements for safe and stable operation of the power grid, forcibly call thermal power units to start and stop peak shaving for free, and keep relevant records, explaining the reasons for the forced call for future reference.
Section 4 Service Fee and Its Allocation
Article 51 [Information Release] The service fee for start stop peak shaving shall be calculated based on the number of start stop peak shaving units.
Before 10:00 every day, the dispatch and control center shall announce the call condition, service fee and apportionment fee details of the previous day's start and stop of peak shaving units.
If there are any objections, the market entities should raise them before 18:00 on the same day, and the control center should handle and respond before 18:00 on the next day. Holidays should be postponed accordingly.
Article 52 [Service Fee] The start stop peak shaving service fee shall be the total amount of the product of the number of units called for start stop peak shaving and the bid price.
Total service fee for start stop peak shaving=∑ (number of start stop peak shaving units) × Bid winning price)
Article 53 【 Sharing Fee 】 The starting and stopping peak shaving service fee shall be shared by the buyer who has online electricity during the starting and stopping peak shaving trading period according to their proportion of online electricity.
