Notice on Promoting the Collaborative and Stable Development of the Lithium Ion Battery Industry Chain Supply Chain
On November 18th, the General Office of the Ministry of Industry and Information Technology and the General Office of the State Administration for Market Regulation jointly issued a notice on the coordinated and stable development of the lithium-ion battery industry chain supply chain. To ensure the coordinated and stable supply chain of the lithium battery industry chain, it is proposed that:
Encourage deep cooperation among lithium battery (cell and battery pack) production enterprises, first-order lithium material enterprises, second-order lithium material enterprises, upstream resource enterprises such as lithium nickel cobalt, lithium battery recycling enterprises, lithium battery terminal application enterprises and system integration, channel distribution, logistics transportation and other enterprises, establish long-term mechanisms through signing long-term orders, technical cooperation and other methods, guide upstream and downstream to stabilize expectations, clarify quantity and price, ensure supply, and achieve win-win cooperation.
Market regulatory authorities in various regions have increased their supervision efforts, strictly investigating and punishing behaviors such as hoarding, price raising, and unfair competition in the upstream and downstream of the lithium battery industry, and maintaining market order.

Opinions on Further Improving the Policy Environment and Intensifying Efforts to Support the Development of Private Investment
On November 7th, the National Development and Reform Commission issued the "Opinions on Further Improving the Policy Environment and Intensifying Efforts to Support the Development of Private Investment".
The opinion points out that it supports private investment in the construction of 102 major projects and other projects. The identified transportation, water conservancy and other projects should be accelerated and private investment should be treated equally in bidding. Encourage private enterprises to increase investment in energy-saving and carbon reduction fields such as solar power generation, wind power, biomass power generation, and energy storage.

Implementation Plan for Establishing and Improving a Carbon Peak and Carbon Neutrality Standard Measurement System
On October 31st, nine departments including the State Administration for Market Regulation jointly issued the "Implementation Plan for Establishing and Improving a Carbon Peak and Carbon Neutrality Standard Measurement System".
The plan mentions the need to accelerate the revision of new power system standards. Focusing on building a new type of power system, conducting research on grid side, power side, and load side standards, focusing on promoting the development of smart grid and new energy storage standards, and gradually improving the integrated standard system of source network, load storage.
We will carry out system and equipment inspection and monitoring, performance evaluation, safety management, and the formulation and revision of standards related to fire fighting and firefighting around new lithium-ion batteries, lead-carbon batteries, liquid flow batteries, fuel cells, and sodium ion batteries.
Promote the development of physical energy storage systems and equipment standards for flywheel energy storage, compressed air energy storage, superconducting energy storage, supercapacitors, and cascade power station energy storage.
Develop and revise standards such as energy storage system integration into the power grid technology and grid connection performance evaluation methods. Promote research on safety, operation and maintenance standards related to the joint operation of energy storage systems and traditional power sources. Conduct research on standards for installation, commissioning, and intelligent operation and maintenance of energy storage power plants.

Action Plan for Improving Energy Carbon Peak and Carbon Neutrality Standardization
On October 9th, the National Energy Administration issued the "Action Plan for Promoting Energy Carbon Peak and Carbon Neutrality Standardization". The document mentions the need to accelerate the improvement of new energy storage technology standards.
Improve the new energy storage standard management system, combine with the construction needs of the new power system, and establish a standard system that covers the entire process of new energy storage project construction, production and operation, as well as professional technical content such as safety, environmental protection, and technical management, in accordance with the requirements of new energy generation grid connection configuration and source network load storage integration.
Refine the types of energy storage power stations connected to the power grid and application scenarios, and improve the safety design, testing and acceptance standards for connecting to the power grid system. Action Plan for Accelerating Green and Low Carbon Innovative Development of Electric Power Equipment
On August 29th, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Commerce, the State owned Assets Supervision and Administration Commission of the State Council, and the State Administration for Market Regulation jointly issued the "Action Plan for Accelerating Green and Low Carbon Innovative Development of Electric Power Equipment".

Guiding Opinions on Promoting the Development of the Energy Electronics Industry (Draft for Soliciting Opinions)
On August 25th, the Ministry of Industry and Information Technology publicly solicited opinions on the Guiding Opinions on Promoting the Development of the Energy Electronics Industry (Draft for Soliciting Opinions).
The energy electronics industry mainly includes fields such as solar photovoltaic, new energy storage batteries, key terminal applications, key information technology and products.
In terms of new energy storage, it is proposed to develop safe and economical new energy storage batteries. The Plan points out the orderly promotion of the use of lithium batteries, exploration of applications such as hydrogen fuel cells, and promotion of the integration of new energy storage technologies and power supply and distribution technologies.

Implementation Plan for Carbon Peak in the Industrial Sector
On August 1st, the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Ecology and Environment issued the "Implementation Plan for Carbon Peak in the Industrial Field".
Promote the full chain development of hydrogen energy production, storage, transportation, and sales. Twenty Five Key Requirements for Preventing Electric Power Production Accidents (2022 Edition) (Draft for Soliciting Opinions)
On June 29th, the Comprehensive Department of the National Energy Administration released the "Twenty Five Key Requirements for Preventing Electric Power Production Accidents (2022 Edition) (Draft for Soliciting Opinions)".
The "Draft for Soliciting Opinions" proposes that in response to fire accidents in electrochemical energy storage power stations, medium to large electrochemical energy storage power stations should not use ternary lithium batteries or sodium sulfur batteries, and should not use cascade utilization power batteries; When selecting power batteries for cascade utilization, consistency screening should be conducted and safety assessment should be conducted in conjunction with traceability data.
