Recently, the People's Government of Anhui Province issued the "Anhui Province Carbon Peak Implementation Plan". Propose a plan to accelerate the construction of a new type of power system; Accelerate the construction of pumped storage power stations and create a green energy storage base of tens of millions of kilowatts in the Yangtze River Delta.
The plan states that we will accelerate the construction of a new type of power system. Develop microgrids, local area networks, and DC distribution networks primarily focused on the consumption of new energy, achieve compatibility and complementarity with the large power grid, build a new power system with a gradually increasing proportion of new energy, and complete the national responsibility weight for the consumption of renewable energy electricity. Optimize the load storage configuration scheme of the source network, mobilize the load side regulation capacity through integrated aggregation modes such as virtual power plants, and improve the utilization efficiency of power facilities. Promote the construction of a strong smart grid and promote the construction of a strong local power grid in key cities such as Hefei. Reasonably allocate energy storage and promote the construction of multi energy complementary projects such as wind and solar energy storage and integration of wind and solar thermal (storage). The plan also proposes to strive for clean electricity to enter Anhui. In order to deeply implement the major strategic decisions of the Central Committee of the Communist Party of China and the State Council on carbon peaking and carbon neutrality, conscientiously implement the "Implementation Opinions of the Anhui Provincial Committee of the Communist Party of China and the Anhui Provincial People's Government on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peaking and Carbon Neutrality", solidly promote the province's carbon peaking action, and formulate this implementation plan.
1、 Overall requirements
(1) Guiding ideology. Properly handling the relationship between development and emission reduction, overall and local, long-term and short-term goals, and government and market, coordinating stable growth and structural adjustment, integrating carbon peaking and carbon neutrality into the overall economic and social development, adhering to the principle of first establishing and then breaking, with structural adjustment as the key, comprehensively promoting green and low-carbon transformation in key areas such as energy, industry, transportation, urban-rural construction, agriculture and rural areas, and residents' lives, and strengthening support and guarantee for scientific and technological innovation, Promote high-quality coordinated development of the three industries, establish a sound economic system for green, low-carbon, and circular development, accelerate the construction of a comprehensive green transformation zone with important influence for economic and social development, and lay a solid foundation for the construction of a modern and beautiful Anhui.
(2) Main objectives.
During the 14th Five Year Plan period, the adjustment of energy structure, industrial structure, and transportation structure was accelerated, the level of urban-rural construction and green development in agriculture and rural areas was continuously improved, the energy utilization efficiency of key industries was significantly improved, the construction of new power systems was accelerated, and positive progress was made in the research and development and promotion of green and low-carbon technologies. This is conducive to the further improvement of the policy system for green and low-carbon circular development. By 2025, the proportion of non fossil energy consumption will reach over 15.5%, and the energy consumption per unit of GDP will decrease by 14% compared to 2020. The reduction in carbon dioxide emissions per unit of GDP will meet the national target, and the foundation support for carbon peaking will gradually be strengthened.
During the 15th Five Year Plan period, the economic structure was significantly optimized, the proportion of green industries was significantly increased, a low-carbon development model in key areas was basically formed, the energy utilization efficiency of key energy consuming industries reached international advanced levels, key breakthroughs were made in green and low-carbon technologies, green lifestyles were widely formed, and the policy system for green and low-carbon circular development was basically sound, The construction of a comprehensive green transformation zone with significant influence in economic and social development has achieved significant results. By 2030, the proportion of non fossil energy consumption will reach over 22%, and the carbon dioxide emissions per unit of GDP will decrease by more than 65% compared to 2005, successfully achieving the carbon peak target before 2030.
2、 Key Tasks
Integrating carbon peaking throughout the entire process and various aspects of economic and social development, with a focus on implementing clean and low-carbon energy transformation, improving energy efficiency in energy conservation and carbon reduction, optimizing and upgrading economic structure, green and low-carbon transportation, green development of urban and rural construction, reduction and fixation of carbon emissions in agriculture and rural areas, consolidation and improvement of ecosystem carbon sinks, green and low-carbon living for residents, green and low-carbon technological innovation, circular economy assistance in carbon reduction, green finance support in carbon reduction The "Twelve Major Actions for Carbon Peaking" include orderly carbon peaking in a hierarchical manner.
(1) Clean and low-carbon energy transformation action.
Based on the energy resource endowment of our province, we will coordinate and handle the relationship between coal control, coal reduction, and safe supply, promote the optimized combination of coal and new energy, and accelerate the construction of a clean, low-carbon, and safe energy system.
1. Promote the clean utilization, transformation and upgrading of coal. Strictly and reasonably control the growth of coal consumption, and strictly implement equal or reduced coal consumption substitution for new and expanded coal projects in key areas for air pollution prevention and control. Reasonably control the utilization hours of coal-fired power, and promote the transformation of coal-fired power from a main power source to a supportive and adjustable power source. Implement the "three transformation linkage" of coal electricity energy-saving and carbon reduction transformation, flexibility transformation, and heating transformation. Continuously reduce the consumption of bulk coal. Implement the strategy of deep coal processing, increase the washing rate of raw coal and the development of clean coal products, and strengthen the intelligent construction of coal mines.
2. Vigorously develop non fossil fuels. Promote the large-scale development of photovoltaic power generation, fully utilize unused spaces such as barren mountains and slopes, coal mining subsidence areas, and build centralized photovoltaic power stations. Accelerate the construction of rooftop photovoltaics in industrial parks, public buildings, residential buildings, and other areas, orderly promote the pilot development of distributed rooftop photovoltaics in the entire county (city, district), and promote "photovoltaic+" projects according to local conditions. Accumulate and develop wind power resources, build concentrated and contiguous wind power in the northern Anhui plain and southwestern Anhui region, and continue to promote the construction of decentralized wind power with nearby access and on-site consumption. Promote the diversified utilization of biomass energy, and develop biomass energy for power generation, clean heating, cogeneration, and bio natural gas. In areas with good conditions for photovoltaic and wind power development, carry out demonstration of renewable energy hydrogen production and promote the full chain development of hydrogen energy production, storage, and transportation.
3. Promote the utilization of oil and gas. Improve the supply guarantee capacity of finished oil, open up the "North Oil South Down" transportation channel, and increase the proportion of pipeline transportation. Promote the maintenance of oil consumption within a reasonable range and improve the efficiency of fuel and oil utilization. Promote the construction of strategic gas source channels and provincial natural gas trunk and branch pipelines for natural gas entering Anhui, and increase the coverage of urban natural gas pipelines. Relying on LNG receiving stations such as Wuhu and Binhai, we will focus on building provincial-level reserve peak shaving facilities. Accelerate the exploration and development of natural gas in the coal measures of the Huaihe River and Huaihe River, as well as the large-scale extraction and utilization of coalbed methane, and increase the utilization rate of low concentration gas by less than 10%. Promote shale gas exploration and development in the Lower Yangtze region, and promote unconventional natural gas that meets the technical standards for urban gas pipeline network access. By 2025, the supply and consumption of natural gas will exceed 12 billion cubic meters, and by 2030, it will reach 20 billion cubic meters.

(2) Energy conservation, carbon reduction, and efficiency improvement actions.

We will improve the energy management system, promote energy budget management, strengthen the energy conservation review of fixed assets investment projects, and promote energy factors to favor industries and projects with high efficiency per unit energy consumption. Strengthen the analysis and warning of energy consumption intensity and carbon dioxide emission control objectives, strictly implement responsibilities, and optimize evaluation and assessment methods. Strengthen the construction of energy-saving supervision and law enforcement capabilities, improve the energy-saving supervision system, and enhance the binding force of energy-saving supervision.
2. Promote energy conservation and efficiency enhancement of key energy consuming equipment. Focusing on industrial kilns, boilers, motors, transformers, water pumps, fans, compressors, heat exchangers, and other equipment, we will continue to promote energy efficiency improvement. Establish an energy efficiency oriented incentive and constraint mechanism to promote advanced product equipment. Carry out special supervision on energy efficiency improvement of energy consuming equipment, and accelerate the elimination of outdated energy consuming equipment. Strengthen the full chain management of the production, operation, sales, use, and scrapping of key energy consuming equipment.
3. Strengthen energy conservation and carbon reduction in new infrastructure. Optimize the spatial layout, and in principle, build large and ultra large data centers within the scope of the national hub node data center cluster, promoting the high energy efficiency and low-carbon development of the Wuhu data center cluster. Optimize the energy utilization structure, and build large and ultra large data centers with an energy utilization efficiency of no more than 1.3. Among them, the Wuhu data center cluster is no more than 1.25, and the proportion of renewable energy utilization in the data centers is increasing year by year. Accelerate the promotion and application of energy-saving 5G base stations.
(3) Action to optimize and upgrade economic structure.
Guided by the implementation of the "Quality Improvement, Volume Expansion, and Efficiency Enhancement" action plan in the manufacturing industry and the "Forge strengths and fill weaknesses" action plan in the service industry, we aim to accumulate and expand the growth of emerging industries, optimize the stock of traditional industries, and promote the early peak of high energy consuming industries.
1. Accelerate the green and low-carbon transformation of industry. Vigorously developing the new generation of information technology, artificial intelligence, new materials, new energy, energy conservation and environmental protection, new energy vehicles and intelligent connected vehicles, high-end equipment manufacturing, smart home appliances, life and health, green food, and digital creativity, promoting the high-quality development of major emerging industry bases in the province, and striving to create a national strategic emerging industry cluster. Cultivate and develop future industries such as quantum technology, biological manufacturing, and advanced nuclear energy. Implement the green manufacturing project, accelerate the construction of a green manufacturing system that integrates green factories, green products, green parks, and green supply chains. By 2030, a total of over 200 green factories, over 50 green supply chain management enterprises, and around 30 green industrial parks will be created, creating over 800 provincial-level green factories. Promote the deep integration of emerging technologies such as the Internet, big data, artificial intelligence, and 5G with green and low-carbon industries, cultivate a number of industrial internet platforms, use industrial internet to promote the digital and green transformation of enterprises, promote innovation in industrial models, and develop new forms of energy-saving service industries. Strengthen power demand side management in the industrial sector and enhance the level of industrial electrification.
2. Vigorously develop the modern service industry. Accelerate the development of commercial logistics, software and information services, technology services, financial services, cultural tourism and other service industries, and cultivate new forms and models of platform economy, energy conservation and environmental protection services. Promote the deep integration of advanced manufacturing and modern service industries, promote the construction of national pilot projects for the integration of the two industries, and identify a number of provincial-level pilot projects for the integration of the two industries. Promote the agglomeration development of the service industry, and by 2025, add about 200 provincial-level service industry agglomeration zones and about 50 agglomeration demonstration zones.
3. Promote the carbon peak in the building materials industry. Strictly implement the replacement requirements for cement clinker and flat glass production capacity, implement normalized staggered production of cement, and orderly exit inefficient production capacity. Optimize the composition of cement raw materials and gradually increase the proportion of calcium containing solid waste resources replacing limestone. Promote the reduced use of cement, and promote new gel materials, low-carbon concrete, wood and bamboo building materials and other low-carbon building materials. Promote the comprehensive energy efficiency improvement and transformation of cement clinker production lines, and accelerate the promotion and application of new technologies such as oxygen rich combustion. Accelerate the promotion of non fossil fuel substitution and encourage the use of clean energy sources such as biomass fuel and natural gas to replace coal. The "one enterprise, one policy" promotes energy conservation and carbon reduction in key enterprises such as Conch Group.
4. Promote the carbon peak in the steel industry. Strictly implement capacity replacement, strictly prohibit the addition of new capacity, and eliminate outdated capacity in accordance with laws and regulations. Promote the merger and restructuring of the steel industry, optimize industrial layout, develop high-quality steel products and new steel materials, and increase the added value of the steel industry chain. Promote clean energy substitution for coal-fired kilns and gradually phase out gas generators in steel enterprises. Develop electric furnace short process steelmaking in an orderly manner, and encourage the transformation of blast furnace converter long process to short process processes. Explore cutting-edge technology applications such as natural gas direct ironmaking, blast furnace oxygen rich smelting, hydrogen smelting, metallurgical slag waste heat recovery, and comprehensive utilization. Orderly promote steelmaking and co production, and promote industrial synergy and carbon reduction.
5. Promote the carbon peak in the petrochemical and chemical industry. Optimize the scale and layout of production capacity, guide chemical enterprises to transfer to industrial parks, and improve the level of agglomeration development. Optimize the structure of raw materials and promote their lightness. Guide petrochemical enterprises to "reduce oil production and increase production", reasonably balance the relationship between oil products, olefins, and aromatics, and strengthen the utilization of petroleum refining by-products such as dry gas and liquefied gas in refineries. Encourage natural gas to replace coal as fuel and increase the proportion of clean energy use. Promote the high-end, diversified, and low-carbon development of coal chemical bases such as Huainan and Huaibei.
6. Promote the carbon peak in the non-ferrous metal industry. Control the smelting capacity of copper, lead, zinc, and other metals. Promote the agglomeration and development of renewable non-ferrous metal industries, and strengthen the recycling and utilization of renewable resources such as copper, aluminum, and lead. Accelerate the research and development, promotion and application of advanced applicable technologies such as permanent stainless steel cathode electrolysis, advanced double flash copper smelting, and high-end carbon anode preparation. Improve the level of waste heat recovery in the production process of non-ferrous metals and promote a continuous decrease in energy consumption per unit product. Accelerate the construction of industrial bases for Huaibei ceramic aluminum new materials, aluminum based high-end metal materials, and Tongling copper based new materials, and expand and strengthen the Fuyang recycled lead industry.
7. Resolutely curb the blind development of high energy consumption, high emissions, and low-level projects. Strictly control the entry threshold for high energy consumption and high emission projects, clarify the definition standards for high energy consumption and high emission projects, and establish a long-term control mechanism.
