On December 26th, the National Energy Administration issued the revised "Management Measures for the Development and Construction of Photovoltaic Power Generation". Compared to the previous version, the main changes in the document include:
1、 Clarify: In principle, the registered capacity of photovoltaic power station projects is the AC side capacity.
Photovoltaic power station projects should comply with relevant national technical standards and specifications for connecting photovoltaic power stations to the power grid, and scientifically and reasonably determine the capacity ratio. The AC side capacity should not exceed the recorded capacity or the scale determined in the annual development and construction plan.
2、 The site selection of photovoltaic power stations should comply with relevant requirements such as land use, sea use, river and lake management, ecological and environmental protection, etc
Before the construction of a photovoltaic power station project, various preparations such as planning and site selection, resource evaluation, construction condition demonstration, and market demand analysis should be made, with a focus on implementing the grid connection and consumption conditions of the photovoltaic power station project, and meeting relevant requirements such as land and sea use, river and lake management, ecological and environmental protection.
3、 Create a file for the photovoltaic power station and generate an identification code
The National Energy Administration relies on the National Renewable Energy Power Generation Project Information Management Platform to organize the filing and registration of grid connected photovoltaic power station projects. The content of filing and registering mainly includes information such as project name, construction location, project owner, installed capacity, grid connection time, and project operation status. Each photovoltaic power station project that is registered and registered is automatically generated by the system as a project code, which serves as the identification code for the entire project lifecycle.
4、 Add requirements for 'Electricity Business License'
Except for exemption situations stipulated by the National Energy Administration, photovoltaic power station projects shall obtain an electricity business license within 6 months after grid connection, and the agency of the National Energy Administration shall disclose administrative license information in accordance with regulations. Power grid enterprises shall not allow photovoltaic power station projects that have not obtained an electricity business license to generate electricity and connect to the grid within 6 months after grid connection.
5、 The weight of the current year is a binding indicator
The provincial energy regulatory department shall formulate an annual development and construction plan for photovoltaic power stations based on the development plan for renewable energy in the province, the responsibility weight for non hydroelectric renewable energy electricity consumption, and the conditions for grid access and consumption.
6、 The power grid should ensure that photovoltaic projects can be fully integrated without attaching unreasonable conditions
Power grid enterprises should improve and improve their internal approval process, reasonably arrange the construction schedule, strengthen the coordinated development of grid sources, establish a communication mechanism between grid sources, improve the efficiency of supporting power transmission projects in photovoltaic power stations, connect the progress of grid source construction, and match the progress of supporting power transmission projects with the construction of photovoltaic power station projects. After meeting the corresponding grid connection conditions, they can "merge and merge". After the photovoltaic power station is connected to the grid, the power grid enterprise should promptly grasp the situation and report relevant information on a monthly basis.
7、 Power generation enterprises can build their own transmission projects, and the power grid should repurchase them
For photovoltaic power station supporting power transmission projects that are indeed difficult to construct by power grid enterprises or do not match the planned construction schedule, photovoltaic power station project units are allowed to invest in the construction. The supporting transmission project for the construction of photovoltaic power station projects should be fully demonstrated and fully voluntary, and can be jointly constructed by multiple enterprises, or constructed by one enterprise and shared by multiple enterprises. The supporting power transmission project constructed by the photovoltaic power station project unit can be repurchased by the power grid enterprise in accordance with the law and regulations after mutual agreement between the power grid enterprise and the photovoltaic power station project unit.
8、 Added file validity period: 5 years
This measure shall be implemented from the date of its promulgation and shall be valid for 5 years.

Chapter 1 General Provisions
Article 1: To standardize the development and construction management of photovoltaic power stations, ensure clean, low-carbon, and safe operation of photovoltaic power stations and power systems, and promote the sustained, healthy, and high-quality development of the photovoltaic power generation industry, According to relevant regulations such as the Renewable Energy Law of the People's Republic of China, the Electricity Law of the People's Republic of China, the Regulations on the Approval and Filing Management of Enterprise Investment Projects, the Regulations on Electricity Regulation, the Several Opinions of the State Council on Promoting the Healthy Development of the Photovoltaic Industry, and the Notice of the General Office of the State Council on Forwarding the Implementation Plan of the National Development and Reform Commission and the National Energy Administration on Promoting the High Quality Development of New Energy in the New Era, these measures are formulated.
Article 2: These measures are applicable to the industry management, annual development and construction plan, project construction management, power grid access management, operation monitoring, etc. of centralized photovoltaic power stations. The management of distributed photovoltaic power generation shall be stipulated separately.
Article 3: The National Energy Administration is responsible for the supervision and management of the development, construction, and operation of photovoltaic power stations throughout the country. Under the guidance of the National Energy Administration, the provincial energy regulatory department is responsible for the supervision and management of the development, construction, and operation of photovoltaic power stations in the province (district, city). The agency dispatched by the National Energy Administration is responsible for supervising the national planning and policy implementation, qualification licensing, fair grid connection, and power consumption of photovoltaic power stations within its jurisdiction. Power grid enterprises are responsible for the implementation or recognition of grid connection conditions for photovoltaic power stations, grid access, optimization of scheduling capacity, and electricity acquisition, and cooperate with energy regulatory departments at all levels to analyze and calculate the grid consumption capacity and connection and transmission conditions. Relevant parties shall carry out safety production supervision and management of photovoltaic power stations in accordance with national laws and regulations and departmental responsibilities.
Chapter 2 Industry Management
Article 4: The National Energy Administration shall formulate a national renewable energy development plan, determine the overall goals and major layout of the development and construction of photovoltaic power stations nationwide, and make timely adjustments based on the actual development and needs.
Article 5: The National Energy Administration shall rely on the National Renewable Energy Power Generation Project Information Management Platform to organize the filing and registration of grid connected photovoltaic power station projects. The content of filing and registering mainly includes information such as project name, construction location, project owner, installed capacity, grid connection time, and project operation status. Each photovoltaic power station project that is registered and registered is automatically generated by the system as a project code, which serves as the identification code for the entire project lifecycle.
Article 6: The National Energy Administration shall strengthen the monitoring of the entire process of the development, construction, and operation of photovoltaic power station projects, standardize the market development order, optimize the development environment, timely improve industry policies, norms, and standards based on the actual situation of photovoltaic power station development, and work with relevant departments to deepen the "streamlining management and service" reform and improve relevant support policies.
Chapter 3 Annual Development and Construction Plan
Article 7: The provincial energy regulatory department is responsible for coordinating the development plan of renewable energy in the province (district, city) with the national development plan and major layout of energy, renewable energy, electricity, etc. Based on the development plan of renewable energy in the province (district, city), the weight of non hydropower renewable energy source electricity consumption responsibility, and the conditions for grid access and consumption, the annual development and construction plan of photovoltaic power stations is formulated. For photovoltaic power stations involving cross provincial and cross regional transmission and consumption, the relevant energy regulatory departments of the receiving and transmitting provinces (districts, cities) should fully connect when formulating renewable energy development plans and annual development and construction plans.
Article 8: The annual development and construction plan for photovoltaic power stations formulated by the provincial energy regulatory department may include a project list, commencement and production time, construction requirements, safeguard measures, and other contents. The project list can be determined as a guaranteed grid connection project or a market-oriented grid connection project based on the development needs and local actual classification. Each region can determine the project list in one go or in batches based on the actual situation, and timely disclose the relevant information to the society. For projects included in the annual development and construction plan of photovoltaic power stations, power grid enterprises should promptly handle the procedures for grid connection. Encourage energy regulatory departments at all levels to adopt the management method of establishing project libraries and reserve photovoltaic power station projects.
Article 9: In principle, guaranteed grid connection projects shall be determined by the provincial energy regulatory department through competitive allocation. The market-oriented grid connection projects shall be determined in accordance with relevant national and provincial (district, city) regulations. Power grid enterprises shall cooperate with the provincial energy regulatory authorities to recognize the grid connection conditions implemented through market-oriented methods such as self construction, joint construction, sharing, or purchasing services for market-oriented grid connection projects.
Article 10: The annual development and construction plans and competitive configuration project methods for photovoltaic power stations in each province (district, city) shall be promptly reported to the National Energy Administration and copied to the local agency of the National Energy Administration. The energy regulatory authorities at all levels should optimize the business environment, standardize the order of development and construction, and not use mandatory supporting industries or investments, illegal collection of project fees, etc. as the threshold for project development and construction.
Chapter 4 Project Construction Management
Article 11: Prior to the construction of photovoltaic power station projects, various preparations such as planning and site selection, resource evaluation, construction condition demonstration, and market demand analysis should be made, with a focus on implementing the grid connection and consumption conditions of photovoltaic power station projects, meeting relevant requirements such as land and sea use, river and lake management, and ecological environmental protection.
Article 12: According to the regulations on investment project management of the State Council, photovoltaic power station projects shall be subject to filing management. Each province (district, city) may formulate its own province (district, city) photovoltaic power station project filing management measures, clarify the filing authority and its authority, and publish them to the public. The filing authority and its staff shall file the project in accordance with the law, and shall not increase or decrease the review conditions without authorization, and shall not exceed the processing time limit. The filing authority and relevant departments should strengthen the supervision of photovoltaic power stations during and after the event.
Article 13: After the completion of the project filing for the photovoltaic power station, the project unit shall promptly implement various construction conditions. Projects that have been registered and included in the annual development and construction plan should start construction in a timely manner after completing various construction procedures required by relevant laws and regulations, and work with power grid enterprises to connect with supporting power transmission projects.
Article 14: In principle, the registered capacity of photovoltaic power station projects is the AC side capacity (i.e. the sum of the rated output power of the inverter). The project unit shall carry out construction in accordance with the recorded information and shall not change important matters of the project recorded information on its own. After the project is filed, if there is a change in the project legal person, a significant change in the project construction location, scale, or content, or if the project construction is abandoned, the project unit shall promptly notify the filing authority and modify the relevant information. Each provincial-level energy regulatory department and filing authority may organize inspections as necessary for projects that have not started construction or have not completed any other procedures within 2 years after filing, and promptly abolish projects that do not meet the construction conditions.
Chapter 5 Power Grid Access Management
Article 15: The construction of photovoltaic power station supporting power transmission projects (including collection stations, the same below) should be coordinated with the construction of photovoltaic power stations. The photovoltaic power station project unit is responsible for investing in the construction of power collection lines and booster station (switch station) projects within the project site, and in principle, the power grid enterprise is responsible for investing in the construction of supporting power transmission projects outside the project site. Each provincial energy regulatory department is responsible for coordinating work.
Article 16: Power grid enterprises shall, in accordance with the overall goals and major layout of the development and construction of photovoltaic power stations determined by the state, the development plans and annual development and construction plans for renewable energy in various regions, and in combination with the development needs of photovoltaic power stations, timely optimize the planning and construction plans and investment plans for power grids, coordinate the construction and renovation of supporting power grids for photovoltaic power stations, and encourage the adoption of advanced technologies such as smart grids, Improve the ability of the power system to accept photovoltaic power generation.
Article 17: The design of the access system for photovoltaic power station projects shall generally be carried out during the feasibility study stage of the power project itself, and a design plan report for the access system shall be submitted to the power grid enterprise within 20 working days after being included in the annual development and construction plan. Power grid enterprises should establish and improve the grid connection audit and service procedures for photovoltaic power station projects in accordance with the principles of integrated services and simplicity. After the project unit submits the application for review of the access system design report, the power grid enterprise shall provide a written response within the specified time in accordance with the relevant requirements for fair and open access to the power grid. For projects that do not meet the access conditions, the reasons shall be explained in writing. Encourage power grid enterprises to promote new energy cloud and other information platforms, provide project available access points, accessible capacity, technical specifications, and other information, achieve the full process of online processing for grid connection, and improve the efficiency of grid connection application review.
Article 18: The power transmission project for photovoltaic power stations with a capacity of 500 kV or above shall be reported to the National Energy Administration by the energy regulatory department of the province (district, city) where the project is located, and shall be included in the planning process; The supporting power transmission project of photovoltaic power stations below 500 kV will be automatically included in the corresponding power planning after being reviewed and confirmed by the energy regulatory department of the province (district, city) where the project is located in conjunction with the power grid enterprise.

The supporting power transmission project constructed by the photovoltaic power station project unit can be repurchased by the power grid enterprise in accordance with the law and regulations after mutual agreement between the power grid enterprise and the photovoltaic power station project unit.
Article 21: Photovoltaic power station projects shall comply with relevant national technical standards and specifications for connecting photovoltaic power stations to the power grid, and scientifically and reasonably determine the capacity ratio. The AC side capacity shall not exceed the scale determined by the recorded capacity or annual development and construction plan. Network related equipment must pass the testing and certification of nationally recognized testing and certification institutions. For equipment that has passed the testing and certification, power grid enterprises are not allowed to require repeated testing unless it is necessary. The project unit should conscientiously manage network related equipment and shall not stop or adjust parameters without authorization.



Article 22: After the completion of the main project and supporting power transmission project, the project unit shall promptly organize the project completion acceptance. After the project unit submits the application for grid connection operation, the power grid enterprise shall cooperate with the relevant national technical standards and management regulations to carry out grid connection debugging and completion acceptance of photovoltaic power station related equipment and power transmission projects within the specified time, and sign grid connection dispatching agreements and power purchase and sales contracts with the project unit referring to the "Demonstration Text of New Energy Station Grid Connection Adjustment Agreement" and "Demonstration Text of Power Purchase and Sales Contract". For photovoltaic power stations that meet the conditions and voluntarily participate in market-oriented transactions, the project unit shall comply with the relevant electricity market rules and requirements.
Article 23: Except for exemption situations stipulated by the National Energy Administration, photovoltaic power station projects shall obtain an electricity business license within 6 months after grid connection, and the agency dispatched by the National Energy Administration shall disclose administrative licensing information in accordance with regulations. Power grid enterprises shall not allow photovoltaic power station projects that have not obtained an electricity business license to generate electricity and connect to the grid within 6 months after grid connection.
Article 24 Power grid enterprises shall take systematic technical measures, reasonably arrange the operation mode of the power grid, improve the scheduling technology system for grid connected operation of photovoltaic power stations, and ensure the safe and grid connected operation of photovoltaic power stations in accordance with relevant regulations. Photovoltaic power station project units should strengthen operation and maintenance management, and actively cooperate with grid enterprises in grid connection operation and scheduling management.
Chapter 6 Operation Monitoring
Article 25: The photovoltaic power station project unit is responsible for the construction and operation of the power station, and is the main body responsible for safety production of the photovoltaic power station. It must implement national and industry safety production management regulations, strengthen safety production management throughout the entire process of photovoltaic power station construction and operation in accordance with the law, increase investment in safety production, improve safety production conditions, improve safety production levels, and ensure safety production.
Article 26: The National Energy Administration is responsible for the safety supervision of photovoltaic power station projects nationwide (including construction safety supervision, quality supervision and management, and operation supervision), and the dispatched agencies of the National Energy Administration are responsible for the safety supervision of photovoltaic power station projects within their jurisdiction according to their responsibilities, Local government power management and other departments shall implement the relevant work of "managing industry must manage safety, managing business must manage safety, and managing production and operation must manage safety" in accordance with laws, regulations, and relevant regulations. When power accidents, power security incidents, and information security incidents occur during the construction, commissioning, operation, and maintenance of photovoltaic power stations, the project unit and relevant participating units shall promptly report to relevant departments in accordance with relevant regulations.
Article 27: The National Energy Administration shall rely on the National Renewable Energy Power Generation Project Information Management Platform and the National New Energy Power Consumption Monitoring and Warning Platform to carry out full process information monitoring of photovoltaic power station projects. The provincial energy regulatory department should urge project units to timely submit relevant information on the National Renewable Energy Power Generation Project Information Management Platform and the National New Energy Power Consumption Monitoring and Warning Platform in accordance with relevant requirements, and fill in and update the project filing and registration content.
Article 28: Power grid enterprises shall, in conjunction with the National New Energy Consumption Monitoring and Warning Center, promptly announce the grid connected consumption situation and forecast analysis of each provincial-level region, guide rational investment and orderly construction. The provincial energy regulatory department should coordinate, supervise, and correct relevant issues reported by project units in a timely manner, in conjunction with power grid enterprises and other relevant units.
Article 29: Encourage photovoltaic power stations to carry out renovation and upgrading work, and apply advanced, * *, and safe technologies and equipment. The dismantling, equipment recycling, and reuse of photovoltaic power stations should comply with relevant laws, regulations, and policies related to national resource recycling, ecological environment, and safety production. They should not cause environmental pollution, damage, or safety accidents. Project units are encouraged to create convenient conditions for equipment recycling and reuse.
Article 30: Each provincial energy regulatory department may, in accordance with these Measures, formulate specific management measures that are suitable for the actual situation of the province (district, city).
Chapter 7 Supplementary Provisions
Article 31: These Measures shall be interpreted by the National Energy Administration.
Article 32: These measures shall come into effect from the date of promulgation and shall be valid for 5 years. The Interim Measures for the Management of Photovoltaic Power Station Projects (Guoneng Xinneng [2013] No. 329) shall be abolished simultaneously.
