At present, the installed capacity of coal-fired power in China reaches 1.1 billion kilowatts, accounting for about 46% of the total installed capacity, and the annual power generation accounts for about 60% of the total social power generation. Song Hailiang pointed out that coal-fired power plays an irreplaceable role in power peak shaving, frequency regulation, and ensuring energy security and stable supply, which determines that coal-fired power will continue to serve as the basic guarantee power source for China's power supply for a considerable period of time.
Under the goal of achieving carbon peak and carbon neutrality, exploring innovative green "new coal-fired power" has become a focus of attention in the industry. Song Hailiang believes that it is necessary to reasonably plan the future installation of coal-fired power, especially in areas with concentrated coal consumption, close to coal transportation railways and ports, and other areas. A number of coal storage and distribution support bases should be appropriately arranged, and customized design and construction of new coal-fired power equipment and process systems should be carried out based on the resource endowment and functional positioning of coal-fired power in different regions. At the same time, we will increase policy support to enhance the financing capacity of coal-fired power enterprises. Promote the merger and reorganization of coal power joint ventures, and actively promote the integrated development of "coal power+new energy".
New energy storage can break through the limitations of traditional power supply and demand in terms of time and space, transform the form, structure, and function of traditional power systems, and is a key supporting technology for building a high proportion of new energy power systems.
At present, the mechanism and profit model of the new energy storage electricity price are not clear, and the income method is relatively single, which affects the investment potential of the project. Song Hailiang suggests exploring the establishment of a new energy storage capacity compensation mechanism and capacity market, and reasonably reflecting the economic benefits of energy storage facilities installation. Promote the gradual relaxation of market price ceiling constraints in the spot market, allow high cost flexible resources such as energy storage to profit through short-term high electricity prices, and clarify market access for energy storage auxiliary services. Encourage various land plots to explore and innovate various types of new energy storage pricing mechanisms, and try them out when conditions are ripe to accelerate the formation of stable and reasonable income space for the energy storage industry.
From an industrial perspective, it is urgent to accelerate the construction of a complete industrial chain and innovation chain. At present, various new energy storage technologies are generally in the early stages of experimental demonstration or commercialization, and there is still a need to increase technological research and integration. Song Hailiang suggests supporting backbone state-owned enterprises in policy to carry out research and development of advanced technologies, key equipment, and core materials through industrial alliances, industrial chain length, and other forms, increase support for industrial application, and achieve effective integration of innovation and industrial chains. Support the cultivation of a group of new energy storage "specialized, refined, and innovative" enterprises around different links of the entire industrial chain of new energy storage, and drive high-level collaborative development of the upstream and downstream of the industrial chain.
In response to the dilemma of the new energy storage business model, Song Hailiang suggests increasing efforts to support enterprises in exploring integrated solutions for new energy storage in application scenarios such as supporting large-scale external transmission of new energy bases, alleviating power supply pressure, and improving the on-site consumption capacity of new energy, in order to deeply explore the synergistic value of new energy storage integration. Provide appropriate policy preferences for enterprises to explore shared energy storage business models. Do a good job in coordinating and designing energy storage participation in various markets, achieve effective connection, and guide independent energy storage operators to form diversified cost channels and profit channels.
