Beijing solicits for the proposed 14th Five Year Plan new energy storage power station project! Do not use batteries in stages! Covering multiple application scenarios!
The application conditions mentioned that for independent energy storage projects on the grid side that play a peak shaving role, the power of a single project shall not be less than 50MW, and the continuous discharge time at rated power shall not be less than 2 hours.
The technical route of the declared project includes lithium-ion batteries, flow batteries, etc. in electrochemical energy storage; Physical energy storage includes flywheel energy storage, compressed air energy storage, and other hybrid energy storage. Electrochemical energy storage projects require clear battery selection.
Definition of new energy storage power stations on the power supply side, grid side, and user side:
1. New energy storage project on the power side. Areas with abundant new energy resources will rely on photovoltaic and wind power to build new energy storage facilities. Relying on conventional power sources such as thermal power, supporting the construction of new energy storage, and improving the regulation capacity of the power system.
2. New energy storage projects on the grid side. Reasonably layout new energy storage in key power grid nodes with intensive load access, large-scale new energy gathering, large capacity DC feeding, difficulty in peak shaving and frequency regulation, and insufficient voltage support capacity, and utilize its various functions such as peak shaving, frequency regulation, voltage regulation, accident backup, climbing, and black start, as an important measure to improve the power grid regulation ability, resist unexpected events, and recover from faults.
3. New energy storage projects on the user side. Centering around end users such as big data centers, 5G base stations, industrial parks, and highway service areas, as well as eligible rural users, relying on distributed new energy, microgrids, and incremental distribution networks to configure new energy storage, improve energy quality and reduce energy costs.

Notice on Publicly Soliciting Proposed Projects for New Energy Storage Power Stations in the Middle and Later Stages of the 14th Five Year Plan
All relevant units:
New energy storage is an important technology and basic equipment for building a new type of power system, and an important support for achieving the "dual carbon" strategic goal. According to relevant documents such as the Guiding Opinions on Accelerating the Development of New Energy Storage (NDRC Energy Regulations [2021] No. 1051), the Implementation Plan for the Development of New Energy Storage during the 14th Five Year Plan period (NDRC Energy [2022] No. 209), and the Division of Responsibilities for Supervision and Management of New Energy Storage Power Stations in Beijing (Provisional), we will orderly promote the development of new energy storage power stations in our city, At present, our commission is preparing the "Special Plan for the Development of New Energy Storage Power Stations in Beijing during the 14th Five Year Plan" (hereinafter referred to as the "Plan"). In order to comply with the promulgation of the "Plan" and according to the plan arrangement, we are now soliciting proposals for the construction of new energy storage power stations in the middle and later stages of the "14th Five Year Plan". The relevant matters are hereby notified as follows:
1、 Overall requirements
The new energy storage power station project should comprehensively consider the development needs of the city's energy structure adjustment, new power system construction, safe operation of the power system, regional industrial transformation and development, scientific and technological research and development experiments, and combine with the city's functional positioning to implement the diversified demand layout construction on the power side, grid side, and user side. The proposed new energy storage project for this solicitation should comply with relevant requirements such as national standards, industry standards, and local standards in Beijing, such as the "Code for Construction and Operation of Electric Energy Storage Systems" (DB11/T 1893-2021). Cascade utilization of power batteries is not allowed, and technical routes with high safety are mainly supported. The subsequent evaluation of the declared project will focus on layout, safety, functionality, and other aspects. Projects that meet the conditions will be included in the "Plan" and support the promotion of construction.
2、 Declaration conditions
The project layout is reasonable. The project layout should contribute to the construction of a new power system, enhance the regulation capacity of conventional power sources, improve the level of urban power security, and support the research and development of energy storage technology and regional industrial transformation and development. Effectively improve the power system's guarantee capacity and power supply stability in key grid nodes, areas where power transmission and transformation expansion and upgrading are difficult.
The construction period is clear. During the 14th Five Year Plan period, there are conditions for commencement of construction and production, and some projects can be continued until the mid 15th Five Year Plan period for production.
The capacity parameters are consistent. An independent energy storage project on the grid side that plays a peak shaving role, with a single project power of no less than 50000 kilowatts and a continuous discharge time of no less than 2 hours at rated power.
Strong leadership and driving force. Projects that can play a leading and demonstrative role and effectively support the safe operation of local power grids, enhance power guarantee capabilities, and drive industrial development are given priority consideration under the same conditions.
Obtain supportive opinions. The project should obtain preliminary support from the district government and State Grid Beijing Electric Power Company before application.
3、 Job requirements
The applicant unit should fully consider the necessity and feasibility of the proposed project, carefully organize the filling out of the project application form (Attachment 1), and prepare the project application form (Attachment 2). The application deadline is one month. Please submit the project application materials (paper version) to our committee before April 15th (the stamped paper version of the project application form and project application form should be mailed to Zhang Weichen, West Office Area of Beijing Urban Management Committee, No. A3, Sanli Hebei Street, Xicheng District, Beijing), and the electronic version of the materials should be sent to the email.

3、 Engineering Plan Assumption
1. Site layout conditions
Describe the existing buildings/facilities around the project site and whether they meet the relevant provisions of the Beijing local standard "Code for Construction and Operation of Electric Energy Storage Systems" (DB11/T 1893-2021).
2. Preliminary construction plan
Describe the construction form of the project (station building type, container type, and container type subdivided into containers, prefabricated cabins, outdoor cabinets, etc.), the capacity of energy storage battery units, and the group layout plan.
3. Electrical primary part
Describe the main electrical equipment parameters, electrical equipment layout, etc.
4. Energy storage system scheme
